London Gazette 1 January 1948. O.B.E. London Gazette 11 May 1937. Paul Herbert Shelley Smith was born in September 1892 and qualified in medicine at Trinity College, Dublin. He subsequently served as a Temporary Surgeon in the Royal Navy from April 1917 until February 1920, in which period he held appointments in the Mediterranean and in the Dover Patrol. He was aboard the monitor M. 21 when she was mined and lost off Ostend on 20 October 1918. Smith transferred to the R.A.M.C. in March 1920 and to the Indian Medical Service in November of the same year, in which capacity he saw active service in the Waziristan operations (Medal & 2 clasps). Remaining similarly employed in India, he was advanced to Major in February 1928 and to Lieutenant-Colonel in February 1936. His subsequent distinctions included the O.B.E. for his services as Superintendent of the Central Jail at Haripur (Hazara) and the C.I.E. for his services as Inspector-General of Civil Hospitals and Prisons in North-West Frontier Province. Placed on the Retired List after the 1939-45 War, he died in Dublin in March 1977.
