Philadelphia: Francis Childs and John Swaine 1794. 8vo. [1]-144, [i]-iii pp. Bound in modern blue quarter morocco over marbled boards, Very Good. Two leaves with old ink-stamp (Department of Justice Library) to margin, tape repair near gutter of page 3, last two leaves (contents) with discreet marginal tissue repairs, some occasional light foxing, wide margins, untrimmed. The First Session of the landmark Third Congress, barring any subjects of the United States from engaging in the international slave trade; establishing a naval force and the Post Office and Post Roads, with a listing of the roads; the neutrality law; resolutions setting in motion the process of adopting the Eleventh Amendment, prohibiting suits against a State in the federal courts, and authorizing the Embargo; material on the excise tax on liquors, which gave rise to the ensuing Whisky Rebellion.
