Rear Admiral Earle Warren Mills was a career naval man, and from 1942 to 1946, he was deputy Chief of the Bureau of Ships, the official body created in 1940 to oversee the design and production of ships for the Navy and Army. In 1946 he was appointed Chief of the Bureau, and raised to the rank of Vice Admiral.
