9 pp. 23x14.7 cm (9x5¾"), unbound, stapled. Rare, unidentified separate printing, beginning with Sec. 23, "That the inhabitants of all that part of the area of the United States now constituting the Territories of Arizona and New Mexico, as at present described, may become the State of Arizona, as hereinafter provided." There is a passage soon thereafter asking "Shall Arizona and New Mexico be united to form one State?" to which Yes or No are the options. Procedures are outlined for conventions for the territories (or territory, depending on result), and many other details are addressed regarding the organization and laws of the future state(s). Dual statehood won out, and on January 6, 1912 New Mexico became the 47th state and on February 14, 1912 Arizona became the 48th state in the Union. OCLC locates only three examples of this historically significant booklet, at the Denver Public Library, the Eastern New Mexico University, and the University of New Mexico.
