Laid paper watermarked "AL Masso." Embossed official seal at upper left. THE FOUNDATION OF LOS ANGELES "Bando" edition of this scarce proclamation, distributed by the Governor of Alta California, constituting Los Angeles as a city and the capital of the Territory. This document established Los Angeles and this is the fundamental document for its history and the history of California as well. Mexico had become increasingly concerned in the early 1830s with the encroachment of foreigners in San Francisco and the north. This decree was an attempt to consolidate Mexican control. Don José Antonio Carrillo, the newly appointed diputado of Los Angeles, was so pleased by this proclamation that he had a personal copy reprinted on white satin with a blue border. This bando edition followed the circular edition of 23 May. RARE: according to American Book Prices Current , no copies have sold at auction in at least 30 years. Not in Cowan, Wagner, Graff or Barrett. Bancroft, Works XX:292; Eberstadt catalogue 158, no. 206.
