Text in the hand of Edward Marsh. "THE TIME HAS COME WHEN ACTION ABOUT ULSTER MUST BE SETTLED," Churchill tells Lloyd George as the Home Rule crisis pushes Britain to the brink of civil war. "We ought to give any Irish County the option of remaining at Westminster for a period of five or ten years, or some variant of this." He wants this "settled one way or the other" before Parliament opens. There are other crucial pieces of legislation also before the House in addition to Home Rule: "the Welsh Church, the Franchise [for women], the Insurance Act, the Parliament Act itself," could "all founder together," Churchill warns, if things are not managed correctly. "On the other hand once our three Bills have been sent to the Lords the corner will be turned. We can do this if we don't quarrel among ourselves, if we don't play the fool over the women, & if we don't come to bloodshed in Ulster." Both Home Rule and the equally divisive Welsh bill disestablishing the Church of England in Wales, did not pass until 1914, but their implementation was suspended with the outbreak of war against Germany. A remarkable political letter.
