Sheet is titled "Chapter II Homicide" in black ink. Blue pencil strikes "II" with "I". Document lists in manuscript Sec. 276, 277 and 278 followed by the definition and punishment for homicide. In 1864 the Arizona territorial legislature, meeting in Tucson appointed the Honorable William T. Howell of Tucson a "commissioner to prepare and report a Code of Laws for the use and consideration of the Legislature of the Territory." With the assistance of his friend Coles Bashford, Howell consulted the laws of several states along with local residents and within 90 days presented a 400 page tentative code. From here the young legislative body deliberated for much of their first session making "radical changes in comparatively few of the chapters", as stated in the history of the preparation of the code. This document was known as the Howell Code from the outset.
