Several new and important posts reflect Ike's "New Look" approach to waging the Cold War. Instead of costly military interventions like the one Truman waged in Korea, Eisenhower sought to exert American power through a combination of expanded nuclear strength and the discreet use of covert action in trouble spots. This gave rise to new jobs like Defense Mobilization Director and Mutual Security Director. Personal aides like Sherman Adams and National Security Council director Robert Cutler, were especially important in shaping administration policy. Other signatories are Secretary of Interior Douglas McKay, Secretary of Treasury George M. Humphrey, Attorney General Herbert Brownell, Secretary of Commerce Sinclair Weeks, Secretary of Welfare Oveta Culp Hobby, Budget Director Joseph M. Dodge, Secretary of Labor Martin P. Durkin, Postmaster General Arthur E. Summerfield, Secretary of Defense Charles E. Wilson Secretary of Agriculture Ezra Benson, and Civil Service Chairman Philip Young.
