The Olney Commission was established in 1897 to arbitrate the long-standing boundary dispute between Great Britian and Venezuela over the Venezuela-British Guyana border. Harrison served for almost two years as Senior Counsel, representing the Venezuelan government in the delicate negotiations. "In a prodigious display of energy and mastery of detail, Harrison filed and 800-page written brief and presented 25 hours of oral argument....Nevertheless the tribunal awarded Britain 90 percent of the disputed territory....
