LINCOLN, ABRAHAM, President . Engraved document boldly signed ("Abraham Lincoln") as President, countersigned by Secretary of the Navy Gideon Welles, Washington, D.C., 6 March 1862. 1 page, folio , PRINTED ON FINE PARCHMENT, severely cockled, some yellowing, papered seal of the United States at lower center, elaborately engraved (by the American Bank Note Company) with an American eagle perched on a rock with two sailing ships in background, large calligraphic legend "President of the United States of America," and, at bottom, a group of mermaids, tritons and winged horses above a group of crossed flags, cannon and other military paraphernalia, accomplished in manuscript. Lincoln and Welles appoint Arthur Prichard an Assistant Paymaster; [ With :] LINCOLN MOURNING PROCLAMATION. Printed document signed in type by Hugh McCulloch Secretary of Treasury, Washington, D.C., 17 April 1865, 1 page, 4to, matted, glazed and framed , proclaiming "that in honor to the memory of our late illustrious Chief Magistrate, all officers and others subject to the orders of the Secretary of Treasury, wear crepe upon the left arm for the period of six months..."
