Regarding the text of an unnamed treaty (probably that agreed with Great Britain by Monroe and Pinckney in December 1806, on trade issues): "I send you the treaty, Mr. Madison's letter respecting it, & my answer. The treaty has some notes with a pencil to w[hic]h you will pay no attention. Other documents & explanations I will give......." The treaty, which failed to solve the impressment issue, was deemed so unsatisfactory by President Jefferson and Secretary of State Madison that they declined to submit it to the Senate for ratification.
