The usual protocol of seniority is disregarded as well. The Chief Justice stands third from right, instead of at the center. Richard M. Nixon . In late July 1974 the Court ruled 8-0 (Rehnquist recused himself as a former Nixon administration appointee) that Nixon had to turn over subpoenaed tapes to the Watergate Special Prosecutor. In the face of this resounding mandate, Nixon complied, and the incriminating content of those tapes forced his resignation just days later.
