Taft thanks Baker for an introduction he had given last March and notes: "The hopes we all expressed at that time have been realized to the extent of putting the inhabitants of 70,000,000 acres on a legal basis. We must now settle down for a calm solution of the difficult problems that are presented in fixing the proper disposition of these lands ...
