The Property of A NEW ORLEANS COLLECTOR MADISON, JAMES, President . Letter signed ("James Madison") as President, to "the Senate and House of Representatives of the United States," n.p., 3 March 1812. 1 page, small 4to, tipped to a later sheet, clean partial fold separations. MADISON TRANSMITS TO CONGRESS THE PROPOSED CONSTITUTION OF THE NEW STATE OF LOUISIANA "At the request of the Convention assembled in the Territory of Orleans on the 22nd day of November last, I transmit to Congress the proceedings of that Body in pursuance of the Act intitled 'An Act to enable the people of the Territory of Orleans to form a Constitution and State Government and for the admission of the said State into the Union on an equal footing with the original States...." After the U.S. Purchase of the Louisiana Territory in 1803, that portion south of 33 degrees was organized in March 1804 as the Territory of Orleans. A goverment was established to administer the territory until self-government could be provided. The foreign slave trade was outlawed, English made the official language and a code of laws (drawn up by Edward Livingstone) adopted. In November 1811 a convention met at New Orleans to draw up a state constitution, under which, on 30 April 1812, the Territory of Orleans became the state of Louisiana, the 18th State admitted to the Union.
