This promised equality in education, government appointments, and administration of justice to all regardless of creed. Britain and France had assisted the Ottoman Empire against the Russians in the Crimean War of 1853-56 and this was seen as an attempt to please the Western powers. Although acceptance of the "minorities" and the promise of equality was well-received other requirements of the edict were not, such as compulsory military service, and some discontent resulted, especially among the Armenian Patriarchate.
