United States CongressActs Passed at the First [–Second] Session of the Second Congress of the United States of America, Begun and Held at the City of Philadelphia, on Monday the Twenty-Fourth of October, in the Year M, DCC, XCI. Philadelphia: Printed by E. Oswald, 1793 Vol. 2 (of 2) only, 8vo (203 x 127 mm). Second session with section title; title-page and first text leaf stained, occasional text browning, moderate browning and staining in second session, lacks 3C4 (blank). Quarter calf antique over brown marbled boards, black lettering piece. The Second Congress met between 4 March 1791 and 4 March 1793, during the third and fourth years of Washington's presidency. Major legislation in the first session included: the Postal Service Act (20 February 1792, ch. 7) establishing the U.S. Post Office; an Act relative to the Election of a President and Vice-President of the United States, and declaring the officer who shall act as President in case of vacancies in the Offices both of President and Vice-President (1 March 1792, ch. 8); the Coinage Act of 1792 (2 April 1792, ch. 16), established the United States Mint and regulated coinage; and the Apportionment Act of 1792 (14 April 1792, ch. 23), which increased the size of the House of Representatives from 69 seats in the Second Congress to 105 in the Third, by apportioning those seats among the several states according to the 1790 census. The second session contains in the main treaties established with the various North American Indian tribes between 1778 and 1783.
