TWO PRESIDENTS, A POOL TABLE AND A PARDON A Monroe pardon, countersigned by his successor in the White House, John Quincy Adams, releasing a poor, tavern employee who was languishing in prison because of his inability to pay a fine. "...A certain William Wallis was sentenced to pay a fine for keeping a Billiard table without License, and is now held in confinement thereof; And whereas it has been represented to me that the said William Wallis has generally heretofore borne a good character," that he was "merely a hired keeper of the Billiard Table in question, that the Table itself had been previously licensed by the owner thereof" and that Wallis thought that the owner's existing license with the City "would also be sufficient for the County of Washington, whereby he was led in error; and that at present he is wholly unable to pay the said fine," Monroe has decided to grant this pardon "and have moreover remitted, and do hereby remit, unto him the full amount of the Fine..."
