This edict states that when any ship of a belligerent nation sales from American shores, a ship of another belligerent nation must wait 24 hours before departing. It appears that the Department of State issued this in an attempt to prevent France and England from clashing in American waters. Condition: Old fold lines, with partial separation at central horizontal fold. Some light toning along margins, and slightly darker toning to bottom quarter of broadside. Few short tears, some chips along edges.
