The British Parliament passed an act in August 1833 to abolish slavery in the West Indies and create a system of apprenticeship to teach the children of former slaves a trade. This circular was an appeal for funding of a school to teach these children, a point that the bill in Parliament failed to fund. Condition: Very light folds, VG+.
