United States Congress Legislation and debate regarding implementation of the "Assumption Act" in four successive Saturday issues of the Gazette of the United States, Vol. II, Nos. 34, 36, 38, 40. New York: Published by John Fenno, August 7, 14, 21, 29 1790 4 bifolium newspaper issues (422 x 265 mm, no. 34 slightly smaller). Text in three columns, legislative acts headed by a woodcut vignette of the federal eagle; some browning and foxing, some marginal chipping, tears, and repairs. Disbound. Housed together in a half blue morocco slipcase gilt, chemise. The "Assumption Act"—one of the signal achievements of Secretary of the Treasury Alexander Hamilton—authorized the federal government to receive the outstanding debts of the individual states and to issue federal securities in exchange and was passed by the first Congress on 4 August 1790 (see preceding lot). These four issues of Fenno's Gazette of the United States, which was virtually the official organ of Washington's Federalist administration, follow the Congress as it seeks to implement Hamilton's policy. Issue 34 prints "An Act making provision for the Debt of the United States," while No. 36 prints the Assumption Act itself, "An Act to provide more effectually for the settlement of the Accounts between the United States and the individual States." No. 38 presents "An Act making provision for the reduction of the Public Debt," and issue 40 prints on its front page "An Act making further Provision for the payment of the Debts of the United States." The issues also include extensive remarks during the "Debate on the amendment of the Senate to the Funding Bill, to assume a part of the State Debts" by congressmen James Jackson of Georgia, William Smith of South Carolina, and Elbridge Gerry of Massachusetts.
