Apart from the lunar landings, the reports detail extensive scientific space research and development. They also reflect administrative ferment at NASA after the resignation of Administrator James Webb initiator and overseer of the Apollo Project. He was replaced by research scientist Thomas Paine, who stayed in office only through the moon landing; he was temporarily replaced by aeronautical engineer George Low, but no formal replacement was appointed for nearly a year.
