(9 3/8 x 15 in.), accomplished in manuscript, double-matted with an engraved portrait, glazed in a giltwood frame. COUNTING THE SLAVES IN VERMONT A highly unusual document appointing a commissioner to take a census of slaves in Vermont (who are considered tangible property along with land and homes), pursuant to recent Congressional legislation. Adams and Pickering certify the appointment of Samuel C. Crafts of Vermont as "a Commissioner of the United States under...the Act of the Congress" of 9 July 1798, "entitled 'An Act to provide for the valuation of lands and dwelling-houses and the enumeration of slaves within the United States'...for the fifth division of the State of Vermont." He shall serve "until the end of the next session of the Senate of the United States and no longer..."
