Speed in Annapolis; Baltimore, Maryland, 28 January 1830. 1 page, 4to, slight fold separation, otherwise in fine condition . Regarding a legal matter: "...I perceive...that the claim I make of priority against the property of the Cape Sable Company, is before you....You must understand...that it is not intended by me, to make recovery of the judgement, but to have it, as it was originally intended to be, a security for the principal and the Interest of the Bond, to be claimed by me when...necessary or expedient...." [ with ] Secretarial frank on integral address leaf ("free Charles Carroll"), pale red "Free" handstamp and circular "Baltimore, Md." datestamp, minor fold separations, seal hole. (2) Carroll (1737-1832), 39 years old when he signed the Declaration of Independence, was given a special franking privilege for life in May 1828, the year in which he became the last living of the 56 Signers. He exercised the privilege until his death at age 95, four years later.
