"1/-" and "11/3" rate marks, red London transit and red double circle "Aachen Seebrief per England" h.s. on reverse, carried by the Cunard Line packet Niagara , the U.S. postage only pays the 5c "shore to ship" portion of the 21c rate to Russia via British Open Mail by British Packet , vertical cover file fold, very fine , with 1993 P.F. certificate, one of only three known 1851 Issue covers used to Russia and the only one franked with 5c postage paying the U.S. "shore to ship" rate, the balance due upon receipt, a scarce and very desirable usage photo
