SWEEPING POWERS FOR THE REDUCTION OF THE REBELLIOUS HIGHLANDS. In 14 numbered paragraphs, Alured is instructed to go to Ireland where he will gather a force for shipping to Mull and Skye 'for the security and peace thereof and for the annoyance & preiudice of the Rebells which are or shalbe in armes against us' not only in the two islands named but in the Highlands more generally: to this end, he is given sweeping powers to confiscate estates, horses, cattle and other goods, 'to seize upon assault and kill any person or persons in armes', and to imprison rebel sympathisers; further headings provide for the commandeering of ships, billeting of troops, paying of rewards, sending of prisoners to Ireland, and for the coordination of these activities with General Monck as Commander in Chief in Scotland. Mathew Alured (c.1615-1694) was born to a godly, Parliamentarian family in Yorkshire, and saw service throughout the Civil War, fighting at Marston Moor. His appointment in the present document was in response to the royalist Glencairn Rising in the highlands of Scotland (under the leadership of William Cunningham, 9th Earl of Glencairn), but Cromwell 'relieved him of command in May [1654] when it emerged that Alured had fallen in with Anabaptists and had denounced the Protector for behaving autocratically and favouring presbyterians and cavaliers over "honest old Independents"' (ODNB). His continued protests against the protectorate after his return to London led to his being court-martialled and imprisoned for two years.
