Seward, Washington, D.C., 22 January 1862. 1 page, oblong folio, ON FINE PARCHMENT, embossed Great Seal of the United States at lower left, attractively engraved with large cursive heading "The President of the United States," accomplished in manuscript, two small stains at two fold intersections, but otherswise in fine condition. APPOINTING A CONSUL AT CAPE TOWN, SOUTH AFRICA. Letters patent issued to confirm the appointment of Thomas McDowell of New Jersey Consul of the United States at Cape Town, Cape Colony, South Africa. The President does "hereby pray and request Her Britannic Majesty, Her Governors and Officers to permit [him to] fully and peaceably to enjoy and exercise the said office...." Collected Works , 5:76 records Lincoln's endorsement on a petition in support of the nomination of another individual for this post, dated 19 December. Nothing is known of McDowell. It is interesting to note that slavery had been abolished in all British colonies by the Slave Emancipation Act of 1834, accomplished in 1838, which provided for the compensated emancipation of the estimated 36,000 slaves in Cape Colony at that date.
