Wheelan, Washington, D.C., 25 January 1905, 2 pages, 4to, White House stationery, one correction in TR's hand, marked "Personal," slight soiling, fine letter with strong words on appointments: "...I shall try to choose men of the biggest administrative type...men like H.C. Frick, for instance....There are all kinds of appointments. There are a number of perfectly ordinary appointments for which I never try to take men on my own intiative...all that is needed is honesty and reasonable capacity...provided I get honest men, I can take the recommendation of Senators and Congressmen...There are then a certain number of places standing higher..., where I often make appointments among people I personally know...Then come the very highest places, where it will often prove the case that only one man...will possess the preeminent qulities needed to render the best service.
