Born in Yorkshire and educated at Sir John Cass Faculty of Art Architecture and Design in London, Fenn gained a distinction in silversmithing. He is known for his prototype work and small specialist runs for top design companies. He exhibits regularly nationally and internationally and has work in private and public collections. He has lectured at the Victoria and Albert Museum and the Royal College of Art, and has also taught design and silversmithing at the London Guildhall University. He is a Freeman of the Worshipful Company of Goldsmiths and Chairman of the recently founded Association of British Designer Silversmiths. About the design process, Bebe Kay said that she and her late husband Stanley worked closely with Fenn on the design, beginning by manipulating cardboard and cardboard tubes to come up with the final forms. The were keen that it appeared as a form of sculpture, and that it echoed their lives and experiences. In particular, Stanley Kay recalled his Russian grandparents' samovar, which was influential on the design.
