Broadside Supplementary Act relating to the U.S. Mint, ink-signed by Edmund Jennings Randolph The Coinage Act (or the Mint Act), which was passed by Congress on 2 April 1792, created the United States dollar as the standard unit of money in the United States, as well as regulating coinage, and establishing the U.S. Mint. Edmund Randolph was the second Secretary of State, and the first United States Attorney General during George Washington's presidency. The practice of signing official printings of Congressional acts was discontinued following the Third Congress.
