Fort Belvoir was home to the Engineer Replacement Training Center (ERTC), which was formally inaugurated in March 1941 during the lead-up to America’s entry into World War II. In September 1940, when conscription was reintroduced, the fort became an extensive training establishment, producing as many as 5,000 trained engineer soldiers per month.
