In bold letters at top the document reads: "Thomas Jefferson, President of the United States of America," and certifies that the appointment is made "in pursuance of the Act of Congress entitled 'An act erecting Louisiana into two territories and providing for the temporary Government thereof,'" Benjamin Morgan is named a member of the Legislative Council and empowers to fulfil the duties of the office. An early Lousiana territory appointment.
