LINCOLN, ABRAHAM, President. Engraved document signed ("Abraham Lincoln") as President, countersigned by Secretary of War Edwin M. Stanton, Washington, D.C., 18 July 1862. 1 page, folio, 490 x 395mm. (19 1/4 x 13 3/4 in.), ON FINE PARCHMENT, blue paper seal of the United States at left, bold heading at top "The President of the United States of America," beneath which an American Eagle and the "E Pluribus Unum" motto fly above billowing clouds, at bottom a large vignette of crosses, flags, cannons and other military paraphernalia, with small legend "Engraved by J.V.N. and C.H. Throop, Washn. City," accomplished in manuscript, in very fine condition. President Lincoln and Secretary Stanton appoint Joseph R. Smith Surgeon for his outstanding "patriotism, valor, fidelity, and abilities." Smith served as chief medical officer in Texas and on expeditions against Native Americans in the West before being promoted to Major Surgeon 11 July 1862. He SERVED AS ACTING SURGEON GENERAL FROM 1862 UNTIL 1863, and then became a Brevet Lieutenant Colonel in 1865 for superior ability and excellent management of his department. Smith was then made a full Colonel 22 November 1866 for "meritorious services and devotion to the sick during the prevalence of cholera at Little Rock, Ark[ansas]."
