ACCORDING DIPLOMATIC RECOGNITION TO A CONSUL. The President and Secretary of State certify that Charles H. Pandorf "has been appointed Consul of Saxony, at New Orleans," and "declare him free to exercise and enjoy such functions, power and privileges as are allowed to Consuls of the most favored Nations."
