LINCOLN, ABRAHAM, President . Engraved document signed ("Abraham Lincoln") as President, countersigned by Secretary of War Edwin M. Stanton, Washington, D.C., 23 March 1865. 1 page, folio, PRINTED ON FINE PARCHMENT, blue paper seal of the United States at left, bold heading at top "The President of the United States," beneath which an American eagle and the "E Pluribus Unum" motto fly above billowing clouds, at bottom a large vignette of crossed flags, cannon and other military paraphernalia, with small legend "Engraved by C.H. Throop, Wash. City," accomplished in manuscript, four small red ink stains at right margin , otherwise in good condition. President Lincoln and Secretary Stanton brevet Thomas M. Vincent Colonel "for meritorious and faithful service during the war." The same day he signed this document, Lincoln, Mary Todd Lincoln and Tad journeyed by steamer to City Point to visit General Grant's headquarters.
